SCA Volunteer Agreement

The new SCA Volunteer Agreement form has been pulled for a rework. 
Constructed at member request, the form was intended to protect groups 
from loss of access to programming code in the event that a programmer 
left the group, the actual form conflicted with most programmers ability 
to use their own code in other endeavors. Commentary on the form was 
accepted through December 5, and has been collected for review. Thank 
you for your patience as the form is reworked.
