[Ansteorra-announce] Kingdom rapier marshal changeover

I want to take a second to give a proper thank you to master Miles Ridley
for all the great work he has done for our rapier community as Kingdom
rapier marshal. That being said his time has come to an end and I would
like to announce don Darian De Shameless as our new Kingdom rapier marshal.
