small town heralds

 I think there really is no expectation that a herald should HAVE to do it
all (though I think that is a laudable goal, well rounded people are more
useful than specialists for the most part).

I do think however than heralds from smaller groups are loathe to ask for help
because it might deminish their power in some regard. Heralds being the
natural control freaks they are hate that, and in a small group a herald is
someone with a fairly large degree of power.
