This is off the cuff and mostly my opinion of how it *should* be!

There is something that is called authorization that one must go
through a very minor test and get the right people to sign the right
piece of paper to get authorized.  You have to do this on a regular
schedule. (Every year or 2.) You don't go through the procedure, and
you don't get to be authorized.

Atleast I hope to the gods that is the case, since the rules and what
not change! Even if you just go through the motions of getting a new
card without regular testing.

Please note, I'm not a fighter or marshall of any sorts, so I'm not
anywhere near authoritative, nor do I have a clue. As well, I don't have
my Kingdom law book handy.
