In the SCA, maybe, but not historically.  If it looks like a coat of
arms, is displayed like a coat of arms, and otherwise used as a coat
of arms, it's a coat of arms.  The distinction of calling a coat of
arms a "heraldic device" if you don't have an AoA is an SCA invention.
As I understand non-SCA heraldic terminology, a "heraldic device" is
some sort of quasi-heraldic item, like seals.
