Is there no kingdom-wide AoA level service award then?  Calontir, being a 
young kingdom, doesn't have that sort of restriction on the Torse, which 
is our AoA level service award.

If I remember correctly, the Sable Crane of Ansteorra is just such an
          award.  I believe it carries an AoA, if the recipient
          doesn't already have one.  However, I would imagine that it
          would be a rare thing for someone to receive a Sable Crane,
          without having an AoA.
