Were I the chiurgeon, I would reach into my bag, pull out a condom,
place it on the table and say, "I'm sorry, I am not allowed to give
condoms to minors. Turn my back and walk away for a few feet and
return. If the condom is gone - fine. if it's still on the table, I
smile at them and say "Go tell your parents that you need a condom."
