I'm sure she means the Order of the Sable Garland, which is non-armigerous,
like the Lion, can only be given to knights, and may only be granted by
the Queen with the _unanimous_ consent of the order.  Inman, Sigmund, Ricardo
and Thorkel are the current members of that order.
