Oops. Forgot to touch on this point.

Although I know they don't number in the millions, it seems to beheavily
weighted in the favor of the individual who wishes to be a peer if they
try to be a Laurel or Knight. (I'm still truly confused by these
desires.)

As Clarissa pointed out, there are a small number of Pelicans attending
the circles. Is there a reason for not elevating individuals? (Although
I don't know if Galen can speak on this since he has not yet attending a
Pelican circle.)

Btw, since I forgot to mention it, the two individuals are HL Claryce
Raphael Orefvre and Viscount Galen of Bristol.
