Actually, I was quoating someone else.  If I were planning it, I would have
only the Peerage Circles (and Scarfs) and the Great Officers of State
Meeting, and give them all more time.  All the other meetings (ergo.
Kingdom Officers briefing Regional and Local Officers, training, etc.)
would be moved to regional events where you would be more likely to have a
number of local officers show up.  I know from experience that such
"regional" meetings will be shorter and less invasive of people's other
interests.
