Basically, it's because the powers-that-be in Calontir, along with most of
the people there, don't seem to want it. Part of their reasoning is that
"Calontir is a Saxon kingdom" and rapier combat would therefore be
inappropriate.

Some years ago, there was a big discussion and push for rapier combat in
Calontir. The proposed weapons were fiberglass, using both thrusting and
slashing techniques. I attended a curia to discuss the matter, and despite
some reservations about the slashing, gave my approval for the experiment. 

Two months later, the Crown published a letter saying that they'd only
gotten about a dozen favorable responses to their request for comment on
the issue, and that wasn't enough to make it worthwhile. 

Since then, I'm told that the argument has continued in some areas, but has
degenerating into emotion and name-calling rather than the merits of rapier
combat itself.
