That happens not to be the case (aside from the The World Is
A Very Big Place exception that it would only apply in the
US).  My source is a rather long and detailed web page at

The act "was passed by Congress in 1966 and amended in
1974".  The Privacy Act was passed in 1974.  They don't seem
to have a separate page on the Privacy Act, but it's
mentioned a little in the FOIA page.  It has its own
limitations and powers, but it appears to only apply to the
feds too.

"Although FOIA applies only to [certain] agencies of the
federal government, every state has laws guaranteeing
citizens access to the records of state agencies."

"Requests cannot be made under the FOIA to the following, as
the Act only applies to federal government agencies. -

* State and local government agencies
* Private businesses
* Schools
* Private organizations
* Private individual records "
