I've not done one of these (read organized or run), but seeing how 
Northern Regional has been done, these are my ideas:

1.  Gate/Troll proceeds repay actual site costs to group running 
site, with "profit" above site costs going to Kingdom coffers.
2.  Same for feast and tavern, actual costs get kept by group 
running same, with "profit" going to Kingdom.
3.  Prizes for lists and A&S are "donated" from individuals or groups 
(however they want to raise funds, group or individual collection).
4.  Auction items (both silent and vocal) are donated from 
individuals and merchants, no cost to groups involved.
5.  Any other activities, costs involved are paid by sponsoring 
groups/individuals.
6.  Setup and Cleanup are done by everyone on site when same is done.
7.  Usually, the autocrats ask specific groups/individuals to sponsor 
certain activities.  They (groups/individuals/autocrat)  can and do  
recruit help wherever, whenever needed. 
8.  Seems to work from my perspective.
