Which is not quite what we're discussing. Nobody except the Crown has
the right to tell somebody that they WILL be getting an award, and
anybody who presumes to do so is wrong. What we were discussing,
however, is the pros and cons of telling someone that you have
*recommended* them for an award.

I know of no data to support the sweeping conclusion that the reason
person X doesn't get award Y is "hardly ever because the person doesn't
deserve it". I've seen plenty of people get awards that they didn't
deserve. I got a Sable Crane that I didn't deserve. Unfortunately, few
people have the intestinal fortitude to refuse (or resign) awards that
they don't deserve -- and even fewer people have the intestinal
fortitude to stand up and say "This person doesn't deserve this award."
