ANST - Grants and "qualities"...

In most (not all) of the cases I've seen, they are.  Due to the qualities
necesarry to WANT to help long enough to get the Star of Merit, such as
dilligence, perseverance, broad shoulders and back(figuratively speaking)to carry
woes and responsibilities that are not your own, etc.  Likewise, with the Iris of
Merit, you must not only be skilled in diverse arts/sciences, you must have been
willing to open your mind to teach others, as well as learn yourself.  Also, most
of those who receive GoAs are prominent members of their local (at least, regional
quite a lot) groups, either officially, or unofficially, which takes a certain
amount of,...well..., call it inner nobility.
    For certain this does not hold true in all cases, but no system is perfect.
