Not exactly.  Vibrato is a voluntary muscular action, created either in the
throat or diaphram, used to mellow the tone of a note, to make it sound more
in tune to the ear.  It also adds drama to the performance when used
correctly.  You cannot really think about relaxing while singing as the
thing that makes sound is the vocal folds tightening to the appropriate
tension for the desired pitch.  Also, when totally relaxed you can't get the
support needed make a good sound.  You are also working on opening the
throat muscles to make a larger instrument.  All of these things together
makes it impossible to "relax" and still create a quality sound.

I was talking to my voice teacher about performance anxiety, and he told me
"don't worry about that.  Once I have you sining correctly you will be too
busy to be nervous".
