ANST - Restrictions on Reigns

Greetings!

Since moving to Atlantia from Ansteorra, I usually just lurk by reading the
digest version of the list, but after seeing some of the discussion on this
topic, I would like to give some input from a different perspective -

Imagine the populace audibly groaning when Duke (insert name here) wins
Crown Tournament AGAIN.
Imagine your King rarely being present in Court.
Imagine your King not wearing the Crown of your Kingdom, and wearing his
Ducal coronet instead.

I wish I had only imagined these things, but I have not.  Think about it.
How would you and the rest of the populace feel if these things repeatedly
occurred?  Obviously this would not happen with all repeat winners, but it
doesn't do much for the morale of the populace when it does.
