I assume you state these instances in support of a Reign term-limit. These
are unfortunate instances, and combined with all the other instances of
Reign abuse still make up a very minute fraction. The BOD (hopefully) has
much better things to do than micromanage the affairs of the Knowne World in
response to a handful of people.

So what can be done if Duke Nastyguy insists on trying to win his 23ed
crown? Well, the Crown and the members of the Peerages and the Rose can
speak with the SuperDuke. The Landed Nobility can speak with him. They can
get him to realize that maybe it's not in the best interests of the Kingdom
for him to rule again.

If he insists, then at Crown, if he's cheating to win, the current King can
toss him out of the tourny. If he's just that dang good, then that can
inspire someone to train to be *better* than him.

Finally, most Kingdoms have some rule that the Crown can keep out those
unacceptable to Them. That's a pretty tough stick to wield, but it may have
to be used at times.
