THANK YOU, everybody who took time from war prep and travels to answer my
question.  You pretty much backed up what I had told my friend (and Baron
Michael, I agree with you 110%!) but since he was not willing to listen to
me, maybe he will listen to an entire list of persons.

I am going to call his fiancee, since he has moved from the hotel where he
was in temporary residence, and give the information to her.  Or mail it to
her this morning, since I don't know her email address.  Maybe if they see
it in print, it will make some kind of an impact?

I especially appreciate the ones who provided info about the repercussions
of ignoring the ticket.  Maybe something will sink in.
