What happens if they don't....or more importantly can't?  Do you yank their 
peerages?  Many of the older peers that cannot meet "the rising bar" are the 
ones that laid the foundation that today's and tomorrow's peers are building 
on.  I don't think they are to be insulted by being made to prove they are 
worthy, but rather honored for the work they put into "creating" the peerage 
orders that have grown from their acomplishments.

This is just the opinion of an idealistic youth,
