ANST - [Fwd: RN- Gulf War date corrections]

I though that Wars are not allowed to be held in the kingdom of the two combatant sides (i.e. it must be on a nuetral site)?  Is this just at convention or a rule?

alternative solution, locate and develop suitable alternative sites that are 
not bound by those requiements.   perhaps one in ansteorra and one in trimaris 
and alternate the site each year, and let the hosts for that year set the 
ground rules (such a in-kingdom site would be exceptonally useful year round 
...)
