In reply to several postings.....

This is my point of view from my days as "one of those in power". I
found that I could not please everyone even when I had the vote from
peerage circles and from many others who were "in the know" and were
supposed to be better at making these decisions than myself . There are
many reasons "the crown" may or may not give an award:
***no one submits that person for an award or they do not give adequate
information about that person and what they have done to receive that
award [this to me was one of the major points]
***the award rec was lost or misplaced by accident by those helping the
crown [I can remember an event where a person deserved an award and
didn't get it at court because someone misplaced the request and all the
others in the group who received awards were very upset because this
particular person deserved the award more so than many others - after
conversing with many the oversight was corrected before the end of the
event but the harm had already been done]
***how well known is the person to others groups in the kingdom, is
he/she recognized by name or face [this was important for service awards
above AoA] I remember several  who were  recommended for awards that had
their names on many event announcements and who was supposed to be doing
the work but others had to do their  jobs because they would only work
if someone of importance saw them working
***unfortunately POLITICS  plays a role no matter what others may think
or say, I had barons and baronesses tell me I could not give an award in
their baronies without their recommendations even if the person deserved
it because they did not like the person[ I made some out there angry
because awards were given anyway]
I had peers tell me a person couldn't be advanced because their close
friend had to be advanced first -even when that person had the vote of
the circle. I made mistakes just like most other humans do, but I don't
regret any,  I just learned  from them.

These are just a few of the reasons some may or may not get awards.
There are many more aspects to that question and one way to find out is
to go out and become one of those " in power" or help change the way
things are.
AND IF AWARDS are that important  to you then here are few things to
do.........
***Get involved with the "in Crowd"
***Make sure others see what you do
***Brag about yourself
***Buy gifts or offer servitude [this usually doesn't work] for those
higher up than you
***Criticize and gossip about those you don't like or those that do not
conform to your way of thinking or play the game the way you do
***Don't have any bad habits and criticize those who do.
If  you do these and there are several others;  then you are sure to be
rewarded and its "period".......
but if not, then go out and have fun learning about the period most
interesting to you and remember my personal motto "everyone has worth"
and the awards will come without difficulty.
***These are my personal views, I am not bitter, resentful or any of the
other words that some will use.  I enjoyed my days on the "throne" and
hope to play more in the future, that is,  if  we ever have a group
close enough to play with.
