The point is that no matter how large and strong the Kingdom is, corporate
only sees the paid membership total.  That trickles down into the smaller
groups.  To maintain Baronial status you must have 25 Sustaining members.
If you are not encouraging your players to me paid the number quickly can
fall bellow that requirement.

Also, there is the issue of paying for what you are receiving.  The
insurance that we must carry is not free.  We all pay for it with our
memberships.

I suppose the benefit they sought was to encourage membership.  There are
Regional lists, Regional Warlord for exaple, to which you might be able to
justify extending the requirement.  Probably wouldn't be that effective
though.  

It has been my observation that there are approxamatly 2 non-fighters to
every fighter (based on event counts and list counts).  Therefor anything
tied just to fighting will only effect 1/3 of the people playing.
