The use of certificates is actually something that can be done most
easily on a group by group basis.  If you know that your group has a
reasonable sized, recruitment-based demo coming up, that will be
followed within a month or so by a locally sponsored event, see if y'all
can get something like this rolling  in coordination with your
hospitaler and seneschal.  Your populace may also need to give
permission, as it does appear to take money from event income.
Hospitalers...don't make certificates on your own...you must check with
your seneschal, at the very least.  But, overall...I think that this
could be very successful...particularly if there are people who will
agree to help them out or serve as sponsors once they are on site.
BTW...sponsors should remember to drop out of SCA-speak to translate
what is going on in mundane terms.  One to two additional new families
per event can add up over the years...
