My two pence,

The people that I have been priveleged to see
recognized had worked their posteriors off in a
variety of ways and it just took the Crown a while to
recognized that fact.

Peers also tend to be the focal point of a lot of
activities.  This means that a lot of people see them
while remaining relatively anonymous.  We, the
anonymous masses, tend to get annoyed if "our" peer
doesn't pay individual attention to our favorite
project at the time.  I am guilty of this myself. 
Then I remember that in another reality I was once a
teacher.  I still have former students approach me and
start talking like class let out 20 minutes ago (it's
been 18 years).  I don't want to be rude, but I can't
remember them all.

My point, give the Peers a break!  They have worked
hard in the past and (usually) still do, we just might
not realize what they are working on at the time.  And
they need a little time to enjoy our events also,
otherwise we will burn them out and loose an
invaluable asset.
