ANST - Gulf War reports

My understanding is that Gulf War was started because both
Trimaris and Ansteora couldn't find anyone to go to war with
them.  That the only Gulf War to not result in a tie was Gulf War
1, and it was almost the last Gulf War.  After much soul
searching and discussion the second Gulf War was held, the war
points tallied and the King of Meridiase (sp) declared the war a
tie.  The war points always stand and are not juggled to create
the tie.  The decision is always made by the King of Meridiase
(sp).  The war is held in his country and he is the final
arbitrator of the 'who won the war decision."   That's the reason
the war cry of Gulf War is not "Vivat, we won" but "Same time
next year!!"

Would anyone more knowledable than I please correct any
inaccuracies, please.
