You're making the assumption that the newsletter would be available to
anyone for the cost of a subscription.  It's possible that subscriptions
would be available only to those who are members.  So, one could become
a member and get no publications or subscribe to those publications (TI,
CA, kingdom newsletter) thought worthwhile.
