simple solution - let the limitations be the guide.

* publish the situation as you outlined
* take the 80 feast seating & food reservations on first-come basis
* take the 20 non-feast seating resrvations, again on first come
basis

* apologize in advance that you are locked into limitations outside
your desire or control, and assume the populace will be adult enough
to understand and cope. and if not, well that's really not your
problem, eh?.

if those are the numbers you are locked into by site considerations,
ya' gotta work with them ... or if too problematic, just pass on the
organized feast.  perhaps exchange it for a outdoor potluck /
stone-soup / BBQ (BYODA: bring your own dead animal) / whatever .....
