I have to admit I skipped reading a few post so this
may have already been commented on.

Below is what it takes to get a special license plate
in Texas.

License plate holders would be a lot easier ;-) Say a
nice black design with Ansteorra in gold lettering at
the top and "what Hero's do" at the bottom ;-)

Thank you for your inquiry to our web site regarding
special license
plates. We apologize for the delay in responding and
we are pleased to
provide the following information.

There are two avenues available for non-profit
organizations to request
creation of a new special license plate.

Option one involves contacting your local legislator
to request they
sponsor a bill ordering creation of a new special
license plate highlightin
g (and benefiting) your organization. The decision to
issue a new special
plate type rests with the Texas Legislature; the Texas
Department of
Transportation (TxDOT) Vehicle Titles and Registration
Division (VTR) can
offer only license plates mandated by legislation. The
request for a
special license plate should be sponsored as a bill by
a legislator during
the Texas Legislative Session. For VTR to offer any
new special license
plate, that special license plate first should be
legislatively mandated.


When following option one, the legislation determines
the special license
plate fee to be charged and the organization that
benefits from the funds
received as a result of sale of the special license
plate. Final special
license plate designs result from the collaboration of
the Texas Legislatur
e, graphic artists selected by the Texas Department of
Transportation and
any organizations officially affiliated with the
special license plate.

House Bill 2461 was signed into law with an effective
date of August 30,
1999. As a result, old and new special plates are
required to meet stated
criteria to be developed, sold or continued. Before
legislatively-mandated
special plates can be made available, either a $15,000
deposit or 3500 in
prepaid applications are required to be submitted. If
the bill is passed
and the plate meets the stated criteria, a plate is
designed and the new
special license plate is offered to the Texas public
as an optional
license plate.

If you choose to follow option one, please contact
your local legislator.
Texas legislators have the ability to mandate
additional special license
plates.

Option two does not involve legislation, but the non-
profit organization
is required to meet several criteria. This is the
avenue followed by the
organizations affiliated with the Coastal
Conservation, Organ Donor, and
Professional Firefighter special license plates.
Organizations that
follow this avenue of special license plate creation
are required:
1. to have a statewide membership of at least 7,500
members; and
2. to submit a $15,000 deposit that will pay the cost
of the initial 750
special license plates; and
3. to submit the names, addresses, and counties of 750
Texas resident
members who will receive the initial 750 special
license plates.

Final special license plate designs result from the
collaboration of
graphic artists selected by the Texas Department of
Transportation and any
organizations officially affiliated with the special
license plate.

When following option two, the affiliated organization
does not receive
any fees resulting from the sale of the special
license plate. For
