Best I can guess is that it is nearly impossible to implement fairly.
Teachers seem to have an inherent mistrust in administrators, and in some
cases it is well earned.  They fear that some sort of "merit" based pay will
somehow be used against them by dishonest administrators.

There is also the differing populations in our state.  I teach in a school
where nearly 40% of the students are not native English speakers.  They have
two or three years in country and are expected to be fluent enough to pass
all the state mandated tests with no language modification.  Can I be
expected to meet the same standards with my students as those in a school
where more than 95% are native speakers?

As a side note, my Chinese students tell me that a disruptive student in
their country is often taken out and beaten (not paddled).  They are likewise
beaten for not turning in homework.  China also murders protesting students
in the streets.  I don't think they are a country I want to emulate.
