I may be speaking with an older set of rules than is now in place (my
experience dates back some 6-7 yrs) but I think you've most likely hit on the
problem.  "Free" anything has to benefit *everyone* or *no one*.  You can't
do anything with official funds that benefits only a percentage of the
populace.  Doing something as a boon to the first 100 is definitely limiting
who benefits from group funds.

It seems to me that the real problem isn't so much that the event would lose
money.  Lots of events lose money, especially the "free" ones that have been
allowed over the years.  What a group cannot do is purposely bankrupt itself
or risk running their account so low that it could not function.  Corporate
and Kingdom generally aren't territorial over group monies, but they do
expect those in charge to handle money responsibly.  I'd say this must have
been an isolated instance where the handling of money was an issue (as
Cantons are usually allowed to have their own bank accounts) rather than some
new rule that would effects all groups.

Again, just my guess.  As I said, my kingdom financial knowledge could
admittedly be pretty outdated.
