You pointed to the right item, Corpora IV.C.2, with the last sentence as
the key:  "Should extreme and extraordinary curcumstances, such as death,
prevent a Crown, heir to the Crown, Coronet, or heir to the Coronet, from
completing these requirements, the BoD may, upon substantial petition, and
on a case by case basis, waive these requirements to allow the bestowing of
royal peerage or royal title."

This is known to those of us who were around then as "The Jafar Rule."

It is a case-by-case thing.  Corpora does not say, absolutely, that a
person can never be granted a County or Duchy for not finishing a reign,
just that there had better be A Really Good and Uncommon Reason for not
finishing.

Military people can be based in one place long enough to serve as Crown,
and I know many who have, at least one of whom is a Duke who has been in
the military his entire career.  The decision should be more to the former
- can the person (and they should make the decisions for themselves) give
the time needed to the Kingdom for the time required?  Many people drop out
of Crown contention when they have children at certain ages, because they
do not want to do just the minimum required events (their Coronation, their
Crown, and their successors' Coronation - all that Corpora REQUIRES for
event attendance during a regin per Corpora IV.C.2), and the children have
activities that conflict with event schedules.

The issue here is that King Andreas of The East Kingdom cannot participate
in the last item, the Coronation of his successors, a required event by
Corpora.  A petition is required for the Board to grant an exception.

I'm not saying that people should not write to the Board of Directors if
they wish to support Her Majesty's plea.  She did neglect to point out that
this is all according to Corpora, and a Knowne-Worlde-wide petition is
probably not necessary.  I believe the Board members are sufficiently
cognizant of real-world facts to understand His Majesty's circumstances.
