The criteria for awards is based on the award charters (anyone care to post a link?) as interpreted by the current Crown. They are the ones who interpret what "kingdom level service" is and if in your award recommendation you can convince them that the service rendered by an individual makes the impact to the Kingdom that fits the Crown criteria...that person may get the award in question. 

For most levels of awards...you don't be have to be seen by a whole kingdom...you just need to have the luck of several people writing in for you at the same time giving the Crown the right information (remember Crowns don't usually keep award recs from reign to reign)...be specific about dates or numbers of time job was done...the impact that person made to those around them...their persona development...etc...anything that for you is a factor in why that person deserves the award. And send it in  each time the Crown changes...adding what they've done since the last time you recommended them. The process is like throwing spagetti on the wall...sometimes it sticks, sometimes it doesn't ...
