I agree with Morgan, absolutely!  I have frequently sent in award recs for
folks from other branches.  Often it was while I was their up-line-kingdom
officer, which can carry some weight as their 'boss', but many times as just
a normal populace member.  

As a courtesy, always send a copy to the Seneschal or seated Baron/ess, so
they are advised that folks outside the area see the works.  And as William
said, it's possible that the locals know other reasons why/why not a person
should receive/not receive the award being recommended.  I have also been
known to send an award rec. to a Crown from another kingdom, but that's
rare.  

Also, remember that *any* member of the populace has the right and privilege
to send award recs directly to the Crown, without having to send them
through a local filter, where they may or may not be sent to the Crown.
