Because it often doesn't work if you are not a Peer or a Noble.
I remember my lady wife turning around to some rather noisy folks 
sitting behind us in court, I think it was some court at the Canton 
site, and asking if they could please stop talking or lower their 
voices, so we could hear the court. All she got was ugly looks and a 
few snarky comments about people being so rude in the SCA. I can't 
remember for sure what rank they had, although I seem to remember one 
of them wearing a coronet.

Perhaps. I have seen situations where some Peers will not pay attention 
to suggestions they see as being critical of them by folks who aren't 
above them in the hierarchy.
