Having recently moved to Ansteorra from Atenveldt, I can say that this is not
the only Kingdom with this problem...  I have 2 suggestions.  1.  Have Peers of
the Realm personally ask them to lower their voices or excuse themselves or 2. 
Have the Herald call them up to the front and have them stand on the guard,
kneel off to the side facing the Crown, or even send them on some errand. 
Nothing need to be said as to why they are being called up in Court.  The 2nd
should be for those that disregard previous requests or are habitual offenders.
