Yes, I think proper use of the heralds is a wonderful thing. I'm not 
sure that all halls or situations are amenable to this though.
Another problem may be the experience level of the particular herald(s) 
or the lack of enough heralds. I know that the number of field heralds 
available at many events has been falling.
One of my attempts to improve the number and quality of heralds in the 
SCA has been to host these well-written articles on field heraldry by 
Don Alden in the HERALDRY section of the Florilegium:

I think some of the topics discussed in these files might also be 
appropriate for court heralds.

Even anyone is interested in trying either field or court heraldry, 
read these articles, talk to your local herald and consider helping out 
at your next event, perhaps as a field herald.

And, if someone wants to write me a article specifically on court 
heraldry, I would certainly be willing to consider hosting it in the 
Florilegium as well.
