I don't think that whether it's bulk mail or not has anything to do with
it.  About 2 years ago I did not receive *any* mail for 4 months, except
for junk mail.  As a result I almost had my motorcycle repossessed and
had lost all of my utilities at one time or another and it stayed
somewhat screwy until we moved out of Dallas county.  The only problem
we have had since we moved back to Arlington is that the post office
still sends us mail from the previous tenant despite the fact that she
has filed a change of address 3 times.  We might want to look at the
main routing hubs for the USPS like at D/FW and Houston and Austin and
the like instead of your local post office branch.

envelope
and the magazines and see if they came with a bulk mail stamp on them?

would seem to lend credence to one of the theories that the post office
