I agree Baron Niklas would be an excellent resource.
 
I must add something here. As a Texas paramedic, my experience is all radio signals can be scanned and monitored. As for chirurgeonate and radio use in the exchange of medical information, I would strongly advise against it unless it is a dire emergency. No medical or personal information should be exchanged over open air waves simply out of respect for each other. We can dispatch chirurgeons to a camp site, we can even offer a chief complaint, but from that point a chirurgeon should only use the radio to dispatch and coordinate ambulances, request additional personnel, and security.
 
We need to remember to respect each other and those that monitor the radio. Let us continue to be chivalrous to one another.

Baron Niklas would probably be the best choice.
He was in charge of the frequencies in Texas for
5 or 6 years, President of the Armadillo Club, and
still bleeds radios.

He also was incharge of the radios at Ansteorra 25th Year.
He owns his own frequency for the transportable repeater
he put up for 25th year so that the radios he lent us would
be at their most effective.

He knows just about anything anyone could about civilian
radio use.

If you are coordinating an event or are a Seneschal for a group, 
don't depend on everyone having the same reception access as yourself, 
if you have great reception. Walkie-Talkies may still be the best use 
of site communication at many events.    

But Lorraine raises a good thought - learning good communication 
standards for using Walkie-Talkies and Cell phones at events.... 
sounds like a good class - 'Event Communication Protocols', 
anyone qualified to teach it???   If so, offer it at the next 
Round Table or King's College.  I'd be interested in taking it!
