On the subject of becoming a knight, Sir William of Weir once said :

"First you hate to become a knight.  Then you spend six months to a year
convincing everyone that you're a knight.  Once everyone knows that you
are already a knight, they'll put a white belt around you.  They put
white belts around knights."

Some people do the job of a peer simply because it's a job that needs to
be done and it's one that they don't mind doing.  (And in most cases,
enjoy).  And the respect that others give them is enough.  They don't
need the title or the regalia.  For some, they do the job, but the
additional responsibilities of being a member of one of the Orders is
more than they want.  To be a Peer puts you in a position of being a
role model and serving as an inspiration for others.  Some people don't
want to take it that far.

And lastly, some people are truly humble and, though they may be doing
the job of a peer, they don't feel that they should be a Peer.

Why would someone who is obviously doing the job of a peer not want to
be recognized as one?
