Actually, from July to December of 2006, that would have been the correct
interpretation.  On Dec 29th, 2006 the SEM made a ruling change that
obliquely removed that requirement.  I myself mis-required them on several
fighters (Hi Gaston!) until Sir Cedric from Trimaris pointed out to me (from
my own laminated copy of the rules no less) how the change from the SEM
removed that requirement.

Having said that, please keep the comments coming, and thanks for taking the
time to address these issues.
