I have no idea whether or not the site owner is making a profit.  Nor do
you.  He could be running Gulf Wars at a loss, and making the profit up on
the rest of the year's events.  He could be using GW as his cash cow, and
allowing the *other* events to run at a lesser profit margin (or even a
loss) if they are groups he feels more strongly deserve it.

It is not *ours* to say what he should do, or not do, with the profit from
running his business.    I'm not wanting to talk about ADA stuff.  Go right
ahead and do so.  I'm wanting to discuss SCA people making assumptions about
how much profit the site owner makes from the event based upon the simple
fact that they can multiple 50*3000, but somehow can't figure out that the
40+ toilets rented for a week + trash crew + employees + taxes + road
resurfacing + etc + etc might equal just enough to cover on-going
maintenance.   I'm wanting to point out that although some people think "$50
per week!!! That's outrageous!", they should perhaps go price out camping at
other sites and see what it costs.
