Or invest nothing but download time for any of many free programs, in
particular one of the most powerful and well supported graphic editors
in existence, the GIMP, GNU Image Manipulation Program. This is by a
significant margin, my favorite photo editor. Powerful, free and always

Picasa from Google is another that impresses me, though it's not
available for the right OS. It is, nonetheless, pretty good at
organizing your photos as well as adjusting images.

Finally, most digital cameras these days come with a suite of software
that you may (though usually not) need to connect the camera to the PC,
but they usually come with at least semi-decent photo editors. When I've
had to muck about with photos in Windows, I have been pleased with the
software that came with our Kodak camera and that is available for free
download at http://www.kodak.com. Just look for Consumer Products and
Software.
