Actually, Your Excellency, I would, for one, really like this clarification posted to the general list. I would like to reply to HE Armand's question, but the clarification is one that concerned me also. Pay to Play needs to be defined more clearly before I can give a definite response. I believe that the GC members will get less repeat questions and get more concise information if this clarification can be given to all of us at once.
