[Ansteorra] A question about freedom from the Western Region

All the zip codes of the western region still belong to Ansteorra (well as
much as they can) and they are still Ansteorra subjects.  Once the polling
is complete, and the BoD meeting finishes, the alignment of those zip codes
into their new regions will be accomplished.
