The “territory” of such branches is defined in terms of affiliation with 
the institution where
they are based, not in terms of physical boundaries. Institutional 
branches may report directly
to a kingdom, but if their institution is located within the borders of 
a branch of any other
class, they report through that branch. They differ from other local 
branches in that they go
dormant if membership falls below five (5), rather than being disbanded.

I am thinking that during the time another craft is docked with it the 
ISS has enough people that if we got memberships for enough of them that 
they could meet membership numbers. The they just go dormant and 
Ansteorra has a permanent stronghold in orbit.

Orbital combat archery? Well there would be no minimum range problem. 
Assuming that we can come up with a good enough targeting system to keep 
the ammo on the battlefield, I'll have to design some new ammo that wont 
burn up on re-entry.
