[Ansteorra] GULFWAR PRE REGISTRATION ACCEPS

[Kaitlyn Mckenna]

ACCEPS is run off the Ansteorra server; therefore, when it is having issues,
so will ACCEPS.  The admin is currently in Singapore and is also having
connectivity issues. I'm substituting while he is away. If you are having
problems other than connecting when the Ansteorra server is having problems,
please email me at mistresskaitlyn at gmail.com .
