I don't know what they are, but I don't think it's shears.  There are  
both spring-type <http://daten.digitale-sammlungen.de/~db/0001/

daten.digitale-sammlungen.de/~db/0001/bsb00018706/images/index.html? 
seite=358> shears on other pages of the manuscript, and neither looks  
anything like the mystery charge.
