I would suggest that your "What should happen" be made as one of many
possible fixes. It is not the only fix and perhaps not even the best fix,
but it is a good start for the discussion about what could make event web
sites a better mechanism for us. Keep in mind we are all volunteers. Your
solution puts a significant burden on the Kingdom Webminister. He or she
must look at each and every event web site to make sure it follows new
standards, install it, update it as necessary, and remove it. Keeping it up
to date involves communications with each autocrat at the minimum - and
perhaps the Seneschal and B&B (for Baronies). Also note that only Baronies
have PEDs. 

The current process obviously does not work for some events and some users
when the web sites are not done well. First note the BlackStar has all the
bureaucracy and checks and balances you require. It is the only official
publication of event notices. You are basically extending the status of
official publication to web sites. This is currently an ongoing discussion
with the Grand Council and the Board of Directors.  And receiving the
BlackStar is basically the main benefit of a paid membership to the member
(except avoiding the non-member surcharge).

I personally believe the growth of bureaucracy should be limited as much as
possible and the free market should be used to make our events better. If
you cannot figure out where or when an event is held from the web site, send
a note to the contact provided in the site (if any) or the Seneschal/B&B and
make sure you tell them about any problems with the web site. They will
probably be happy to get your input. If they can do so, they will get the
site fixed. This is because they want and need people to come to their
events and for each person who contacts them, there are probably 5 or 10 who
just don't go because of the lack of information.
