[Ansteorra] Combat Archery Authorization

I appreciate any and all help anyone can and will give me on this issue. I
just really want to know if I am going to be able to do comet archery at
war. I have copies of the paperwork that Ironwyrm sent me, but I don't know
if that will be acceptable at War since it is an out of Kingdom event.
